    RS2477 is a signed sealed and delivered grant given to the American People by Congress for over 100 years through the 1866 Mining and Surface act.  FLPMA only gave a revised statute to it; It did not take anything away from what we already had.  If horsemen are insistent upon giving up that right by thinking FLPMA destroyed it then I think they deserve the battle that they will get. Or if they let Agencies trample that right and they refuse to fight them by truly understanding the law and the grant again they deserve what they get.
